Some places are forecast to see 20-30mm of rain, which could cause localised flooding and travel delays. The warning also advises people to be aware of the potential for power cuts and damage to trees and buildings.
The Met Office has also issued a yellow warning for wind for parts of Scotland and Northern Ireland, where gusts of up to 70mph are expected.
