Last May 19, federal forecasters predicted two to four hurricanes, tropical depressions, or tropical storms for Hawaii and the Central Pacific basin this year.
According to the National Oceanic and Atmospheric Administration's yearly prediction, there is a 60% likelihood of a below-average season.
On average, the Central Pacific area experiences four or five tropical cyclones every year.
Below-average water temperatures linked with La Nina east of Hawaii, where storms originate, were a role in this year's forecast, according to officials.
Hawaii hurricane
In comparison to previous seasons, expect less activity in the Central Pacific this year, according to Matthew Rosencrans, NOAA's lead seasonal hurricane forecaster at the Climate Prediction Center.
Strong vertical wind shear is expected as a result of the prolonged La Nina, making it more difficult for storms to form or travel into the Central Pacific Ocean, as per abc News.
La Nina is a natural cooling of areas of the equatorial Pacific that affects global weather patterns.
The opposing El Nino trend produces above-average ocean temperatures and has been present during some of the busiest Pacific hurricane seasons, including 2015, when the Central Pacific basin was hit by 16 hurricanes.
Only two previous times in the last 50 years have we had (La Nina) three years in succession, according to National Weather Service hydrologist Kevin Kodama. As a result, this is a pretty uncommon event.
Even if the hurricane season is expected to be quiet, officials say it just takes one storm to produce a calamity.
Regardless of the positive forecast, Chris Brenchley, director of NOAA's Central Pacific Hurricane Center, emphasized that people must be prepared.
He claimed that it only takes one person walking into the state's proximity to have a massive influence.
Storm Iniki, a significant hurricane, slammed Kauai directly 30 years ago this year, and many who were affected recalled the devastation it caused.

Lows range from 68 to 75 degrees along the coast to roughly 55 degrees above 5000 feet.
Waimea
Today is windy. Sunny with a few scattered showers.
Highs of 82 degrees along with the coast drop to 66 to 77 degrees over 3000 feet.
Easterly winds gusting to 25 mph. There is a 20% chance of rain.
Tonight is windy. Cloudy with a few scattered showers.
Lows of 67 degrees along with the beach drop to 55 to 62 degrees above 3000 feet. Easterly winds gusting to 20 mph with 20% chance of rain
Big Island's South Side
Today: Mostly sunny in the morning, then partly sunny in the afternoon. Breezy. Highs range from 84 near the coast to 70 around 5000 feet. East winds gusting to 25 mph.
Tonight will be partly overcast. Breezy. Lows range from 69 near the beach to 54 around 5000 feet.
