President Joe Biden has now officially signed the 'Texas Emergency Declaration' over possible coldest winter in the south central part of the United States.

The second largest and populous US state is set to experience one of the coldest winters of the decade. According to the winter storm warning, temperatures in these areas are expected to drop as low as negative 12 celsius.

Areas like Houston and San Antonio might record the coldest nights of February, ranging temperatures from -12C to -13C.

Governor Greg Abbott already released notice on Friday to all their residents to be ready for the upcoming strong winter.

"Every part of the state of Texas will face freezing conditions. That includes all the way down to Brownsville, Texas, over the coming days," Abbott said in a press conference. "In many of those locations across the state of Texas, the high temperature for the day will be in the single digits."

Released on Feb. 14, President Joseph R. Biden, Jr. immediately declared emergency status in Texas for the upcoming winter.

This means, Department of Homeland Security, Federal Emergency Management Agency (FEMA), now have authorization from the White House to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures.

Emergency protective measures for mass care and sheltering and direct federal assistance will be provided at 75 percent federal funding, the White House added.
